Not if you have a genuine reason for carrying one,obviously down town or the pub is a no no,just use your common sense if carrying one :D

They aren't illegal per se. What you do need is a valid reason to be carrying them in a public place as they are considered to be effectively a fixed blade. Blade length becomes a moot point as the locking blade brings it under the fixed blade rules so automatically you need a valid reason for carrying in a public place.

eh?

There are no issues regarding blade length - a lock knife is considered (through legal precedent) to be a fixed blade knife irrespective of blade length.

Basically as has been mentioned - you are allowed to carry any knife (any knife not on the offensive weapons order) so long as you can demonstrate you have just cause to do so. The most commonly used / carried locking knife being a stanley knife.
If at first you don't succeed, remove all evidence you tried.
